Permitting requirements vary depending on facility type, size, location, and operations. We consult on large Part 70 (also known as Title V) operating permits and state-level air quality operating and construction permits. Your equipment might also trigger the need for additional compliance reporting, such as wastewater, hazardous waste, GHG reporting or SARA reports.

Located in Minnesota, which has some of the most stringent air permitting requirements, we take additional steps to ensure you obtain proper permitting at both the state and federal levels.

While we offer consulting services for any type of air quality permitting, we have extensive experience in EPA Clean Air Act programs including National Ambient Air Quality Standards (NAAQS), New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NEAHP), Prevention of Significant Deterioration (PSD,) and New Source Review (NSR).

Air Permitting & Compliance Service Offerings

For existing operations, we support your permitting and re-permitting process by conducting a site walkthrough and process analysis, then recommending, preparing, and submitting all applicable air quality permit paperwork.

We assist you in preparing and submitting applicability and compliance determination requests to the EPA or state agency for rules outlined under various Clean Air Act programs.

Project engineers work with you to ensure the timely submission of air quality construction permits and operating permits to help avoid project delays.

We can prepare and review actual emission calculations for your facility and submit the data in compliance with the EPA and state requirements to accurately account for air emissions from your facility.

Our air quality permitting services include compiling data and submitting deviation reporting as required for federal EPA Title V Federal Operating Permits and any applicable state requirements.

Stack tests (EPA and state performance and source tests) involve emissions testing to ensure emissions from a facility’s permitted equipment fall within the limits of environmental regulation applicable to your facility. Pinnacle has experience coordinating with stack testing vendors to ensure the proper methods are being used and information is being correctly submitted in the reports to the federal and state agencies.  Federal and state agencies also typically must be notified prior to test dates and final reports are required to be submitted within certain time frames after a stack test has been conducted. 

A thorough analysis of your operations and existing permitting helps us identify gaps in permitting compliance and reporting that could result in fines from state and federal agencies.

EPA and state regulations in certain circumstances require the assessment of facility emissions to determine the impact on air quality offsite known as ambient air. Our environmental scientists utilize appropriate computer air dispersion models to determine if a facility’s permitted emissions meet the National Ambient Air Quality Standards (NAAQS).
