Environmental Permitting Services & Greenfield Site Consulting

The planning phase lays the foundation for the success of your project. Pinnacle Engineering functions as an internal part of your team, leveraging our depth of expertise to ensure greenfield site construction and capital improvement projects meet the environmental regulations set by local, state, and federal government agencies.

Our engineers utilize the front-end loading (FEL) approach to managing environmental projects, ensuring no critical steps are missed and proactively identifying and mitigating issues that could impact your construction timeline.

Each project is viewed as a partnership as part of our commitment to supporting clients with comprehensive services that help you tackle complex environmental permitting and compliance requirements with practical solutions.

Our goal is to continue to build upon our reputation of delivering high-quality services, maintaining open and responsive communications, and providing cost-effective solutions that consistently meet our client’s needs.

Greenfield Site Selection & Permitting

As a full-service environmental consulting firm, Pinnacle Engineering is uniquely equipped to support greenfield site selection and construction. We start by conducting a thorough assessment of potential sites to determine the most viable option based on environmental risks, proximity to rail or transportation, and the availability of utilities critical to your future operation. After selecting a site, our engineers and scientists guide your team through every project engineering stage, from scoping and environmental permits to post-construction support.

Capital Improvements Project Permitting

Pinnacle Engineering supports facility and operational modifications by supporting your engineering team through pre-engineering and post-construction reporting. Engaging our engineers, scientists, and specialists during the planning stages ensures re-permitting applications are written in compliance with agency requirements and submitted timely to prevent project delays.

Environmental Consulting Services for the Lifecycle of Your Project

In partnership with your engineering team, we define the project scope and identify factors that could result in a fatal flaw. Our engineers lead regulatory reviews and assist with project planning sessions to prepare your team for the next phases of engineering.

Services include desktop environmental reviews, regulatory reviews with site-specific permitting, Renewable Fuel Standards (RFS) planning, and Life Cycle Assessment (LCA) scoping.

The permitting process can take a few years, depending on the location and type of project. Our analysis and due diligence team conducts all applicable assessments, identifies environmental permits relevant to your project, reviews submission requirements, and determines when applications must be submitted based on your project timeline.

FEL stage 1/2 services include Phase I/II Environmental Site Assessments, wetland delineation, cultural and historical field surveys, T&E species habitat surveys, and National Environmental Policy Act (NEPA) planning and scoping.

The environmental permitting process is complex and can take one to several years. Our team gets involved at the front end of the project and develops a plan outlining all potential permitting needs. Proactive and meticulous planning of permit schedules and timeframes helps you avoid missed deadlines and costly re-permitting processes at the local, state, and federal levels.

Every facility subject to OSHA’s PSM standards must undergo a Process Hazard Analysis (PHA). Our engineers use a variety of OSHA-acceptable methodologies (HAZOP, LOPA, What-If, Checklist) for risk matrix development and PHA organization and facilitation with your team. After we complete the analysis, you will receive a sustainable report that documents the PHA findings.

Greenfield sites and capital projects require an ESDD analysis before projects can be privately or publicly financed. The larger the project, the more complex the process. Our team partners with you and your project team to identify and analyze social and environmental risks and prepare reports in the format your investor requires.

If your project uses federal funding, you need a partner well-versed in NEPA requirements. The thorough assessments our engineers perform during the initial project stages fulfill the environmental impact reporting requirements for pollution control, wetland protection, and any other applicable categories under this federal policy.

Sustainability and carbon assessments are conducted and analyzed to identify potential fatal flaws that could impact permitting and project timelines. Services include carbon intensity modeling, Life Cycle Assessment (LCA) scoping, Carbon Capture and Sequestration Consulting (CCS), and more.

As a long-term partner, we provide construction compliance support, environmental permit modification support, Low Carbon Fuel Standard (LCFS) support, and ongoing compliance, reporting, and response services. We also offer drone services to provide your off-site team members and project stakeholders with daily, real-time construction updates.
